MK Naomi (also written MKNAOMI) was a joint CIA–US Army programme running from the late 1940s through to at least the early 1970s, focused on the development, testing, and stockpiling of biological and chemical agents — including lethal and incapacitating substances — for use in covert operations. It ran in parallel and in close coordination with MK Ultra, sharing infrastructure and operational logic with the broader CIA mind control and covert action research enterprise. Where MK Ultra probed the psychological and neurological limits of the human mind, MK Naomi explored the physical: what substances could disable, disorient, or kill a target — and how could they be delivered without leaving a trace.

Origins

MK Naomi was established in the late 1940s in the immediate aftermath of World War II, drawing heavily on the intelligence and expertise extracted from former Nazi and Japanese biological warfare scientists — many of them brought into the US research apparatus through Operation Paperclip. The programme formalised a collaboration between the CIA's Technical Services Staff (TSS) and the US Army's Special Operations Division (SOD), headquartered at Fort Detrick, Maryland.

Fort Detrick had served as the centre of the US biological weapons programme since 1943. The Army's Special Operations Division was tasked specifically with developing "special operations" capabilities — meaning assassination tools, incapacitants, and covert delivery systems that could be deployed by intelligence officers in the field. The CIA's Technical Services Staff provided the operational requirements and, in return, gained access to a vast, classified research infrastructure.

The programme's origins were shaped by the early Cold War logic that the Soviet Union was already developing biological and chemical covert weapons, and that the United States needed equivalent — or superior — capabilities. The CIA's Directorate of Plans (later the Directorate of Operations) viewed MK Naomi as an essential part of its covert action toolkit.

Objectives

The stated and documented objectives of MK Naomi spanned a range of covert operational needs:

  • Development of biological and chemical agents capable of producing temporary incapacitation — rendering a target confused, compliant, or unconscious without killing them.
  • Development of substances capable of inducing memory impairment or amnesia, so that subjects would retain no recollection of interrogations or operations.
  • Development of agents capable of causing death without leaving detectable evidence — substances that would mimic natural causes at autopsy.
  • Research into methods of covert delivery — how to administer agents without the target's knowledge or consent, including through food, water, aerosols, and direct injection.
  • Stockpiling of biological warfare materials for potential operational deployment.

The programme represented a convergence of assassination capability research and broader Mind Control objectives. The ideal outcome, from the CIA's perspective, was a suite of tools that could be deployed anywhere in the world, by a single officer, with plausible deniability and no forensic trail.

Key Agents and Methods

Documented research under MK Naomi focused on a range of biological and chemical substances:

Shellfish Toxin (Saxitoxin)

Saxitoxin — derived from shellfish — was one of the most significant agents stockpiled under MK Naomi. It is among the most potent naturally occurring neurotoxins known, capable of causing respiratory paralysis and death. A small quantity could kill within minutes. Critically for covert operational purposes, it was not easily detectable in standard autopsy toxicological screens of the era.

Botulinum Toxin

Botulinum toxin was researched and stockpiled as both a lethal and an incapacitating agent. In sufficient quantities it causes paralysis and death; at lower doses it produces weakness, confusion, and physical incapacitation. The SOD researched delivery vectors including aerosol dispersal and contamination of food and drink.

The "Heart Attack Gun"

Perhaps the most publicly dramatic revelation to emerge from the programme was the CIA dart gun — colloquially known as the heart attack gun — revealed during the 1975 Senate Church Committee hearings. The weapon fired a dart, approximately the size of a small insect, coated with a frozen biological toxin. On entering the skin, the dart's entry wound was essentially invisible; the toxin would dissolve, inducing cardiac arrest. The dart gun was designed to be undetectable both in use and at autopsy.

Aerosol Delivery Systems

The programme invested heavily in the development of aerosol systems — devices capable of delivering biological or chemical agents through the air into enclosed spaces. This research had direct operational applications for assassinations, mass incapacitation, and covert behavioural modification.

Relationship to MK Ultra

MK Naomi and MK Ultra were distinct programmes but operated in close coordination. Where MK Ultra focused on psychological manipulation — using drugs like LSD, hypnosis, sensory deprivation, and electroconvulsive therapy — MK Naomi provided the biological and chemical substrate that MK Ultra researchers frequently relied upon.

The two programmes shared:

  • Facilities — including laboratories at Fort Detrick and various university and hospital fronts used for testing.
  • Personnel — Technical Services Staff scientists worked across both programmes.
  • Subjects — human test subjects, often unwitting, were exposed to agents developed under MK Naomi as part of MK Ultra's broader experimental matrix.

The relationship can be understood as complementary: MK Ultra sought to understand and control the mind; MK Naomi provided the chemical and biological tools to do so. Both programmes also connected to Project Artichoke and Project Bluebird, earlier CIA interrogation and mind control research efforts that preceded the formal MK designation system.

The CIA's destruction of MK Ultra records in 1973, ordered by Director Richard Helms, also affected records related to MK Naomi, limiting the full scope of what can be established through documentary evidence alone.

Fort Detrick Connection

Fort Detrick, Maryland served as the operational heart of MK Naomi's research activities. The Army's Special Operations Division maintained specialised laboratories there for the development of biological agents intended for covert use — distinct from the open biological weapons research conducted under the Army's general biological warfare programme.

The Fort Detrick–CIA collaboration represented a significant merger of military and intelligence covert capabilities. Researchers at the facility worked on weaponising naturally occurring pathogens and toxins, developing delivery mechanisms, and testing agents on animals and, reportedly, on human subjects.

The United States formally renounced offensive biological weapons in 1969 under President Nixon, and signed the Biological Weapons Convention in 1972. The US Army's offensive biological weapons stockpiles — including materials developed under MK Naomi — were ordered destroyed. However, the CIA resisted full compliance, and the 1975 Church Committee revelations confirmed that the Agency had retained stockpiles — including saxitoxin — in violation of presidential orders. Director William Colby confirmed to Congress that the CIA had held approximately 11 grams of shellfish toxin and other biological agents after the destruction order.

MK Naomi was brought to public attention through the Church Committee — the Senate Select Committee to Study Governmental Operations with Respect to Intelligence Activities, chaired by Senator Frank Church, which conducted its investigations in 1975.

The Committee's hearings into CIA activities revealed the existence of both MK Ultra and MK Naomi, along with the dart gun, the retained biological stockpiles, and the broader infrastructure of covert experimentation. Senator Church's on-camera display of the CIA's dart gun — holding it up before the assembled press and cameras — became one of the most iconic moments in the history of intelligence oversight, offering a tangible, physical artefact of a programme that many Americans found difficult to believe existed.

The National Security Archive holds declassified documents related to these programmes, though significant gaps remain due to the 1973 records destruction.

Legacy

The formal end of MK Naomi as a named programme did not settle the questions it raised. Researchers and critics have long asked whether the logic of covert biological and chemical delivery — demonstrated to be entirely operational by 1975 — was ever truly abandoned, or whether it continued under different names, different classifications, and different institutional frameworks.

Several areas of contemporary concern are connected by researchers to the precedents established by MK Naomi:

  • Delivery Mechanisms of Nanotechnology — Some researchers allege that modern nanotechnology now offers covert delivery capabilities far surpassing anything available in the 1950s–70s, enabling biological and chemical agents to be delivered through the environment at a population scale.
  • Chemtrails — Allegations of large-scale atmospheric dispersal of biological, chemical, or nanotechnological materials through stratospheric aerosol programmes are often discussed in the context of the covert aerosol delivery systems pioneered under MK Naomi.
  • Vaccine Shedding and covert biological vectors — Questions about whether biological payloads can be transmitted through populations via mechanisms other than direct injection have been raised in the context of MK Naomi's documented research into covert biological transmission.
  • Depopulation Agenda concerns — Some researchers draw a direct line from MK Naomi's development of population-scale biological delivery systems to contemporary theories about deliberately engineered population reduction.

Whether these connections represent documented continuity or speculative extrapolation remains contested. What is not contested is that MK Naomi demonstrated, beyond any reasonable doubt, that the United States government was fully capable of — and actively engaged in — the development and operational deployment of covert biological and chemical agents against individuals and populations, without their knowledge or consent.

The programme connects directly to the COINTELPRO era of domestic intelligence operations and to the broader pattern of covert government programmes brought to light in the 1970s reform era — a pattern that researchers argue never truly ended, but rather adapted to new technologies and new institutional cover.
