Cognitive Security (also written CogSec) is the discipline concerned with protecting human cognition from manipulation, deception, coercive influence, and unauthorised intrusion — whether delivered through information operations, neurotechnology, pharmacological means, or directed energy. Where Cognitive Warfare describes offensive efforts to shape perception, belief, and behaviour, cognitive security is its defensive counterpart: a framework for understanding, detecting, and resisting attacks on the mind itself. As governments, militaries, and non-state actors invest heavily in technologies capable of influencing human thought at scale, cognitive security is increasingly regarded as a foundational element of individual sovereignty and national resilience.

Definition
Cognitive security sits at the intersection of psychology, neuroscience, information science, and security studies. It is distinct from — though related to — both cybersecurity and information security:

* Cybersecurity protects digital infrastructure from unauthorised access or disruption.
* Information security protects the integrity and confidentiality of data.
* Cognitive security protects the integrity of the thinking process itself — the beliefs, perceptions, decisions, and mental states of individuals and groups.

The discipline recognises that the human mind is itself an attack surface. Adversaries need not compromise a computer or broadcast a false headline to achieve their objectives; they can instead exploit cognitive biases, emotional vulnerabilities, or — with sufficiently advanced technology — directly interfere with neural function. CogSec therefore encompasses both the soft domain of critical thinking and media literacy, and the hard domain of defence against neurotechnological intrusion.

Some researchers frame cognitive security as an extension of Bodily Autonomy into the mental sphere — the assertion that individuals have a fundamental right to protect the contents and processes of their own minds from external interference without consent.

Threat Landscape
The threats that cognitive security seeks to address span a wide spectrum of sophistication and intent.

Information Operations
At the most accessible end of the threat spectrum lie disinformation campaigns, coordinated inauthentic behaviour on social media, astroturfing, and subliminal messaging. These techniques exploit known psychological vulnerabilities — confirmation bias, availability heuristics, social proof — to steer individuals toward pre-determined conclusions without their awareness.

The emergence of AI-generated synthetic media (so-called deepfakes) has substantially raised the ceiling of what is achievable. Fabricated audio and video content can now be produced at scale and at low cost, making it possible to simulate statements by political leaders, scientists, or public figures with high fidelity. The downstream effect is an erosion of epistemic trust: if any piece of media could be fabricated, the rational response may be to distrust all media — a condition sometimes called the liar's dividend.

Neurotechnological Threats
At the more advanced end of the threat spectrum lie technologies capable of directly interfering with neural function. These include:

* Voice to Skull (V2K) — the transmission of audio signals directly into the auditory cortex via microwave or other electromagnetic means, bypassing the ear entirely. Documented in US patent literature and acknowledged in military research contexts.
* EEG Heterodyning — the alleged superimposition of an external electromagnetic signal onto a target's brainwave patterns, potentially enabling the remote reading or manipulation of cognitive states.
* Transcranial Magnetic Stimulation and Transcranial Focused Ultrasound — clinically recognised techniques for non-invasive neural modulation that, in principle, could be adapted for covert influence.
* Magnetogenetics and Sonogenetics — emerging fields that use magnetic fields or ultrasound to activate genetically modified neurons, raising the prospect of remote neural control in subjects carrying specific biological modifications.

The cognitive security implications of these technologies are explored in detail by researchers working at the intersection of Bioelectromagnetics and national security. The DARPA BRAIN Initiative and DARPA N3 Programme represent documented government investment in this domain.

For links between these technologies and alleged real-world targeting of individuals, see Electronic Harassment, Targeted Individual Phenomenon, and Cognitive Warfare.

Pharmacological and Environmental Threats
Some researchers also identify pharmacological vectors — whether delivered deliberately or through environmental contamination — as cognitive security threats. The study of nanotechnological agents capable of crossing the blood-brain barrier and influencing neural chemistry is an area of active, if contested, research.

Individual Cognitive Security
The first line of defence in cognitive security is the individual. Practices associated with individual CogSec include:

Critical Thinking and Epistemics
* Developing explicit awareness of cognitive biases and heuristic shortcuts
* Practising source triangulation — verifying claims across multiple independent sources before accepting them
* Distinguishing between primary sources, secondary analysis, and opinion content
* Applying probabilistic reasoning to assess the likelihood of competing claims
* Recognising the difference between emotional persuasion and evidence-based argument

Media Literacy
* Understanding how algorithmic curation shapes the information environment
* Identifying techniques of emotional manipulation in headlines, imagery, and framing
* Detecting signs of AI-generated content, including deepfake audio and video
* Recognising coordinated inauthentic behaviour in online spaces

Psychological Resilience
* Building stress tolerance and emotional regulation, which reduce vulnerability to fear-based persuasion
* Maintaining diverse social networks to counteract echo chamber effects
* Practising affirmative cognitive hygiene to maintain a stable sense of self and values
* Where relevant, pursuing therapeutic intervention to address trauma-based vulnerabilities that may be exploited by influence operators

Technical Defences
For individuals facing alleged neurotechnological intrusion — particularly those identifying as Targeted Individuals — a range of technical countermeasures has been discussed in activist and research communities.

EMF Shielding
Faraday cage principles can be applied at various scales, from shielded rooms to wearable materials, to reduce ambient electromagnetic exposure. The effectiveness of such measures against sophisticated directed-energy systems is debated, but rudimentary protection against low-power harassment signals is considered plausible by some researchers in Bioelectromagnetics.

Anomalous Neural Stimulation Detection
* EEG monitoring can, in principle, be used to detect anomalous electrical activity in the brain that does not correspond to the subject's own cognitive states or environmental stimuli. Consumer-grade EEG devices have been used by some TI community members for this purpose.
* Biosensor technologies, including wearable body-area network devices, may in future provide real-time alerts to unusual electromagnetic stimulation events.
* Organisations such as ICAACT have conducted biomedical scans of individuals reporting Electronic Harassment, seeking physical evidence of implanted or externally activated devices.

Signal Hygiene
* Minimising exposure to untrusted 5G and 6G infrastructure where personal threat models indicate risk
* Auditing brain-computer interface devices for unauthorised data exfiltration
* Reviewing the security of Body Area Network and Body Sensor Network implementations

Institutional Cognitive Security
Organisations, governments, and communities face cognitive security threats at scale. Institutional CogSec involves:

* Red-teaming — systematically attempting to deceive or manipulate an organisation's members in order to identify vulnerabilities before adversaries exploit them
* Narrative auditing — monitoring the information environment for emerging influence campaigns targeting an institution's stakeholders
* Cognitive diversity — ensuring decision-making groups contain members with varied backgrounds and perspectives, reducing susceptibility to groupthink
* Pre-bunking — proactively exposing audiences to weakened forms of manipulative arguments to build psychological resistance, in contrast to debunking which addresses false claims after the fact
* Information chain of custody — establishing authenticated communication channels within organisations to reduce the effectiveness of impersonation attacks

Nations including the United States, United Kingdom, Finland, and Sweden have begun developing formal doctrines for cognitive security at the national level, often framed within broader Information Warfare and strategic communication frameworks.

Legal Frameworks
The legal infrastructure for cognitive security remains in early development. Key concepts and emerging instruments include:

Neurorights
The term neurorights refers to a proposed category of human rights specifically protecting the cognitive domain. Chilean neuroscientist Rafael Yuste and legal scholar Nita Farahany have been prominent advocates. Chile became the first country in the world to enshrine neurorights in its constitution in 2021, establishing protections for mental privacy and cognitive liberty.

Farahany's work, particularly The Battle for Your Brain (2023), argues that existing human rights frameworks are insufficient to address the capabilities of emerging neurotechnology, and that explicit legal protections are urgently needed.

Cognitive Liberty
Cognitive Liberty — the right to mental self-determination — is the philosophical foundation of cognitive security law. It encompasses the right to alter (or refuse to alter) one's own cognitive states, and the right to protect those states from external interference without consent.

Existing Frameworks
* Bodily Autonomy Legislation provides a partial foundation, particularly where cognitive intrusion involves physical implantation or pharmacological administration.
* The Biological Weapons Convention prohibits certain categories of agents that could serve as cognitive weapons.
* National security legislation in many jurisdictions criminalises some forms of covert influence, though enforcement against state actors is rarely possible.

Community Responses
The Targeted Individual community occupies an unusual position in the history of cognitive security: its members have, for decades, been reporting experiences consistent with advanced neurotechnological intrusion at a time when the mainstream security community was largely dismissive of such claims. In this sense, TI communities can be regarded as early adopters — however unwilling — of cognitive security thinking.

Organisations operating within or adjacent to the TI space have developed practical frameworks for:

* Documenting alleged targeting events with timestamps, physiological records, and witness accounts
* Sharing detection methodologies and shielding strategies
* Advocating for legal recognition of neurotechnological harassment
* Connecting affected individuals with sympathetic medical and legal professionals

Key organisations and networks in this space include:

* FFCHS (Freedom from Covert Harassment and Surveillance)
* Targeted Justice
* ICAACT (International Center Against Abuse of Covert Technologies)

The relationship between TI community claims and the broader cognitive security discourse is complex. Mainstream security researchers have been slow to engage seriously with TI testimony, while some TI advocates have adopted frameworks that mix well-evidenced claims with speculation. Nevertheless, the convergence of documented military research (see DARPA N3 Programme, Behavioral Effects Weapons) with lived experience testimony suggests that dismissing TI communities wholesale is epistemically unjustified.

For related discussion, see also Gang Stalking, Electronic Harassment, and Fusion Centres.

Key Thinkers
Dr. James Giordano
Dr. James Giordano, Professor of Neurology and Biochemistry at Georgetown University and former DARPA and DoD adviser, is one of the most prominent voices on the weaponisation of neuroscience and the corresponding need for cognitive security frameworks. His lectures and publications extensively address the use of neurotechnology in warfare and covert operations, and he has explicitly stated that the brain is "the next battlespace." His work implies a responsibility for corresponding defensive doctrines.

Dr. Robert Duncan
Dr. Robert Duncan, a former government scientist who claims to have worked on programs involving remote neural monitoring and voice-to-skull technology, has written extensively on both the offensive capabilities of the technologies involved and potential countermeasures. His writings, including The Matrix Deciphered, provide a detailed — if contested — technical framework for understanding neurotechnological threats and defences.

Nita Farahany
A legal scholar at Duke University, Nita Farahany specialises in the intersection of neuroscience, technology, and law. Her advocacy for explicit neurorights legislation and her analysis of the commercial and military neurotechnology landscape make her a central figure in the emerging legal dimension of cognitive security. Her book The Battle for Your Brain is considered a foundational text.

Additional Researchers
* Ana Mihalcea (Ana Maria Mihalcea) — research into nanotechnological vectors and their potential cognitive effects
* Magnus Olsson — advocacy at the intersection of TI testimony and neurorights law
* Derrick Robinson (Derrick Robinson) — community organising in the TI space
