Derrick Robinson is a United States Navy veteran, self-identified Targeted Individual, and founder and president of People Against Covert Torture and Surveillance International (PACTS International), one of the longest-running and most active advocacy organisations dedicated to the Targeted Individual Phenomenon in the United States. Over more than two decades, Robinson has worked to document alleged covert targeting programs, connect survivors with legal and community resources, and bring the experiences of Targeted Individuals to the attention of legislators, oversight bodies, and international human rights forums.

Background and Personal Experience
Derrick Robinson served in the United States Navy before transitioning to civilian life. Like many individuals who later become active in the TI community, Robinson reports that his experiences of what he describes as organised surveillance, harassment, and directed energy-based attacks led him to seek out others with similar accounts.

Robinson has stated publicly that he became aware of his targeting over a period of years, during which he experienced symptoms commonly reported by self-identified Targeted Individuals: persistent surveillance, anomalous physical sensations consistent with Directed Energy Weapons exposure, intrusive communications he associates with Voice to Skull technology, and coordinated community-based harassment he identifies as Gang Stalking. These experiences, he has said, motivated him not merely to seek understanding but to build an organised response.

His military background gave Robinson both a framework for understanding covert operations and a credibility within the TI community that helped anchor the movement's more institutional ambitions. As a veteran, he was able to speak to the plausibility of black-budget programs, compartmentalised intelligence operations, and the history of government experimentation on citizens — referencing documented precedents such as COINTELPRO, MK-Ultra, and Operation Paperclip.

Founding of PACTS International
Robinson founded People Against Covert Torture and Surveillance International (PACTS International) in the early 2000s. The organisation's stated mission encompasses three core areas:

* Support — providing a community of understanding for individuals who report being targeted, reducing isolation, and offering psychological grounding through peer contact.
* Advocacy — pursuing legislative, legal, and civic channels to raise awareness of alleged covert targeting programs and push for investigations and protections.
* Documentation — systematically recording victim testimonies, alleged targeting events, and technological evidence to build a body of record that can be submitted to oversight bodies, human rights forums, and media.

PACTS International became known particularly for its weekly conference calls, which at their height drew hundreds of participants from across the United States and internationally. These calls served as both a community lifeline and an information-sharing forum, allowing Targeted Individuals to compare experiences, discuss new technologies, and stay informed on legal and political developments relevant to their situation.

Robinson positioned PACTS as a non-profit, non-partisan organisation — deliberately avoiding political affiliations that might limit its outreach or credibility with legislators across the spectrum.

Building the TI Movement's Infrastructure
One of Robinson's most significant contributions to the broader Targeted Individual Phenomenon has been organisational. During the formative years of the movement — roughly 2000 through 2015 — the TI community was highly fragmented, with individuals isolated by the very nature of their alleged targeting and the social stigma attached to their claims.

Robinson worked systematically to address this fragmentation:

Conference Calls and Community Building
The PACTS International weekly conference call format became a model adopted or replicated by other TI organisations. By creating a regular, reliable gathering point, Robinson gave TIs a structured way to maintain community ties and share information. Guest speakers on these calls have included researchers, attorneys, former intelligence personnel, and other advocates, broadening participants' understanding of the alleged technologies and systems involved.

Public Events and Outreach
Robinson has organised and participated in public demonstrations, press events, and outreach campaigns aimed at raising awareness outside the TI community. These have included events in Washington D.C. and other major cities, designed to bring the issue before media and government audiences.

Connecting Organisations
Robinson played a role in building relationships between PACTS International and other TI-focused organisations, including FFCHS (Freedom From Covert Harassment and Surveillance) and later Targeted Justice. While these organisations have sometimes differed in strategy and emphasis, Robinson has generally advocated for cooperative relationships and information-sharing across the movement.

Testimony and Advocacy Before Civic and International Bodies
A central element of Robinson's work has been taking the documented experiences of Targeted Individuals into formal institutional settings. He has appeared before civic bodies, contributed to submissions directed at the United Nations, and engaged with human rights frameworks to argue that covert targeting programs constitute a form of covert torture — a framing deliberately chosen to invoke international human rights law.

Robinson has argued that the targeting of individuals using Directed Energy Weapons, Remote Neural Monitoring, and Electronic Harassment techniques meets internationally recognised definitions of torture when conducted without consent and outside any legal accountability framework. This framing has been significant in positioning the TI issue within a human rights context rather than solely a domestic legal one.

His contributions to UN-directed submissions on covert torture align with broader efforts by international TI advocates — including Magnus Olsson and others — to bring these claims before the UN Special Rapporteur on Torture and other relevant bodies.

Robinson has also engaged with members of the United States Congress, submitting written materials and seeking meetings with staff and representatives to request formal investigations into the alleged programs. According to PACTS documentation, these outreach efforts have met with limited but not entirely absent response, with some Congressional offices acknowledging receipt of materials.

Analysis of the Targeting Infrastructure
Robinson has developed and publicly articulated a detailed analysis of what he and other advocates describe as the targeting infrastructure — the alleged systemic network of agencies, technologies, and civilian participants through which Targeted Individuals are monitored and harassed.

Fusion Centres
Robinson has identified Fusion Centres — the post-9/11 intelligence-sharing hubs that link federal, state, and local law enforcement agencies — as a central node in the alleged targeting network. According to his analysis, Fusion Centres may serve as coordination points through which surveillance data is aggregated and targeting directives are issued, enabling the kind of multi-jurisdictional, persistent surveillance that Targeted Individuals report experiencing when they relocate.

Gang Stalking Networks
Robinson describes Gang Stalking — the alleged coordinated community-based harassment reported by TIs — as a structured operation involving both paid and volunteer participants drawn from neighbourhood watch programs, community policing networks, and other civilian infrastructure. He has argued that this network is activated and managed through communications channels that remain largely invisible to standard oversight mechanisms.

Directed Energy Weapons and Electronic Harassment
Robinson consistently emphasises the role of Directed Energy Weapons and related technologies — including Voice to Skull transmission, Remote Neural Monitoring, and broader Electronic Harassment — in the targeting of individuals. He references both declassified programs and the testimony of technical experts such as Dr. Robert Duncan to support claims that such technologies exist, are deployed, and are being used against civilian populations without legal sanction.

Legal Resources and Relationships with Advocacy Organisations
Recognising that many Targeted Individuals struggle to find legal representation willing to take their cases seriously, Robinson has worked to connect PACTS members with attorneys and legal advocates who are familiar with the relevant technological and procedural landscape.

His relationship with Targeted Justice — an organisation that has pursued litigation on behalf of Targeted Individuals — reflects this emphasis on legal strategy as a necessary complement to advocacy and documentation. Robinson has expressed support for legal challenges as a means of forcing official acknowledgement of alleged programs and establishing precedents that could protect TIs.

Robinson has also engaged with the broader landscape of TI legal resources, including efforts to use Freedom of Information Act (FOIA) requests to obtain documentation of surveillance activities against specific individuals.

Media Engagement and Government Oversight
Robinson has made documented efforts to engage mainstream media outlets and government oversight bodies, submitting materials and requesting coverage and investigation. While mainstream media engagement with the TI phenomenon has been inconsistent — ranging from sympathetic long-form investigations to dismissive framing — Robinson has argued for persistent, professional engagement as the most viable path to public recognition.

He has given interviews to journalists and documentary filmmakers, participated in academic and advocacy conferences, and maintained a public profile that has helped sustain PACTS International's visibility over an extended period.

Significance Within the TI Community
Derrick Robinson occupies a distinctive position within the Targeted Individual Phenomenon as a founding-generation advocate — someone who began building organisational infrastructure for the movement at a time when the concept of a coordinated targeting program was far less documented and publicly known than it has since become.

His significance lies not only in the specific work of PACTS International but in the model he established: that Targeted Individuals could organise, document systematically, engage institutional channels, and pursue recognition within existing legal and human rights frameworks rather than purely through counter-cultural or fringe channels.

Some researchers and advocates within the TI community note that organisations like PACTS International — and figures like Robinson — helped maintain the movement's coherence and credibility during periods when fragmentation and infiltration were significant threats. The documented history of COINTELPRO-style disruption of dissident communities lends this concern a precedent-backed seriousness.

Robinson's ongoing work through PACTS International continues to function as a reference point for newly self-identified Targeted Individuals seeking community, documentation resources, and pathways to legal and political redress.
