Mark Phillips (died 2017) was a former U.S. Department of Defence subcontractor, author, and self-described deprogrammer who became one of the most prominent — and contested — voices in the field of CIA mind control research. He is best known as the co-author of Trance Formation of America (1995), written alongside Cathy O'Brien, a woman he claims to have rescued from a covert government mind control programme in 1988. Phillips maintained until his death that he had uncovered evidence of an ongoing, institutionalised programme of trauma-based mind control within U.S. intelligence and military structures — a claim that has attracted both fervent support and significant scepticism.

Background and Professional Career
Mark Phillips spent a significant portion of his professional life operating within the defence and intelligence contracting world during the 1970s and 1980s — a milieu defined by classified programmes, compartmentalised information, and government-adjacent research into human behaviour.

According to his own accounts, Phillips worked as a subcontractor for the Department of Defence, with business dealings that brought him into proximity with facilities and programmes connected to sensitive behavioural research. He has cited connections to work adjacent to the Yerkes National Primate Research Center in Georgia, NASA facilities, and various military installations — contexts in which, he claims, classified research into human behaviour, cognition, and conditioned response was ongoing.

Phillips described himself not as an intelligence officer but as a commercial operative — someone who supplied equipment and technology to government and military clients. It was through this commercial network, he asserts, that he first became aware of the existence of classified trauma-based mind control programmes operating under the broader umbrella of what researchers refer to as Project Monarch — an alleged sub-project of MK-Ultra.

His background gave him, by his account, both access to information and a framework for understanding what he later encountered. Whether this background qualifies him as a credible witness or a well-positioned fabricator remains a central point of contention.

Contact with Alex Houston and the O'Brien Case
Phillips has stated that his business dealings in the late 1980s brought him into contact with Alex Houston, a country music entertainer and ventriloquist who O'Brien identifies as her primary CIA handler and abuser. Phillips described Houston as operating within a network of individuals connected to intelligence community interests — using entertainment industry access as cover for the management and exploitation of programmed individuals.

It was through this contact, Phillips claims, that he first became aware of Cathy O'Brien and her daughter Kelly — and began to understand, through information he encountered in the defence contracting world, that what was being done to them was connected to documented but classified government programmes rooted in trauma-based programming and dissociative identity disorder induction.

Phillips described a gradual process of piecing together what he was seeing with knowledge he already held — recognising the behavioural signatures of deliberately fractured identity in O'Brien, and understanding their likely origin in structured childhood trauma inflicted under programmatic conditions.

The 1988 Rescue
In 1988, Phillips states that he removed Cathy O'Brien and her young daughter Kelly from the custody of Alex Houston and relocated them to Alaska. He consistently used the term "rescue" to describe this act, framing it as a deliberate intervention to extract two individuals from ongoing abuse and control.

The logistics and full circumstances of this event are drawn exclusively from Phillips and O'Brien's own accounts. Phillips described the relocation to Alaska as both geographic and psychological — placing distance between O'Brien and her alleged handlers, and beginning the slow process of what he termed deprogramming.

According to Phillips, the choice of Alaska was deliberate: distance from the networks he believed were managing O'Brien, combined with relative isolation, provided a degree of safety while the deprogramming process began. He has described taking extensive precautions against surveillance and interference, citing concerns that intelligence community operatives would seek to recover O'Brien.

Deprogramming Process
Phillips was careful — in public at least — to frame his role in the deprogramming process as supportive and facilitative rather than clinical. He stated that he worked alongside licensed mental health professionals and therapists in helping O'Brien access and process fragmented memories, integrate dissociated identity states, and reconstruct a coherent sense of self.

The methodology he describes is broadly consistent with therapeutic approaches to Dissociative Identity Disorder that were being developed and debated during the late 1980s and early 1990s — a period of significant controversy in psychology around recovered memory, multiple personality disorder, and the reliability of trauma memories. Critics of Phillips and O'Brien point to this context as highly relevant, noting that therapeutic practices of the era are now known to have, in some cases, produced false or confabulated memories.

Phillips consistently rejected suggestions that O'Brien's memories were therapeutically induced. He argued that her accounts were corroborated by independently verifiable details — names, locations, operational terminology — and that the consistency and specificity of her recollections exceeded what could reasonably be attributed to therapeutic suggestion.

Trance Formation of America
In 1995, Phillips and O'Brien co-authored Trance Formation of America, a self-published book presenting O'Brien's first-person testimony of her alleged experiences within Project Monarch, interwoven with Phillips's analytical commentary drawing on his claimed knowledge of defence and intelligence programmes.

The book names numerous senior political and public figures as alleged participants in or witnesses to O'Brien's abuse — claims that are entirely unverified and vigorously denied by those named. It was self-published, in part because mainstream publishers declined to publish material making such specific allegations against living public figures without evidence meeting legal standards.

Despite these limitations, Trance Formation of America became a significant text in what might broadly be called the survivor testimony literature of mind control research — alongside works associated with Brice Taylor and Fiona Barnett. It has remained in continuous circulation for three decades and is frequently cited in mind control research communities.

Phillips subsequently co-authored a second book with O'Brien, Access Denied: For Reasons of National Security (2004), which expanded on their advocacy efforts and described their attempts to seek legal and governmental redress.

Legal and Institutional Obstacles
A significant portion of Phillips and O'Brien's public advocacy was directed at securing justice for Kelly O'Brien, Cathy's daughter, who had been placed in state custody following the 1988 events and who, according to both Phillips and O'Brien, was herself a victim of mind control programming and continued to exhibit severe dissociative symptoms.

Phillips described a sustained campaign of legal obstruction — judges declining to hear evidence, attorneys withdrawing under pressure, and institutional resistance at every level. He characterised this resistance not as the ordinary friction of an unproven case but as evidence of active suppression by interests connected to the programmes O'Brien had described.

These claims of institutional obstruction are consistent with patterns described by other researchers and alleged survivors in the mind control research community, though they are impossible to independently verify. Critics suggest the legal failures reflect the evidentiary weaknesses of the underlying claims rather than coordinated suppression.

Kelly O'Brien remained in state care for many years. Phillips and Cathy O'Brien maintained that she never received appropriate therapeutic support for the conditions from which she allegedly suffered.

Relationship with Intelligence Research Community
Phillips positioned himself as a translator between the classified world he had partially inhabited and the public seeking to understand covert programmes. He lectured extensively at conferences oriented toward targeted individual communities, mind control survivor networks, and alternative research gatherings.

He was a significant figure in connecting the self-published survivor literature to broader claims about the relationship between the CIA, the NSA, and the management of human subjects — drawing lines between MK-Ultra, its alleged successor programmes, and contemporary surveillance and behavioural modification capabilities.

Phillips also engaged with the literature of brainwashing research, citing the documented work of figures such as Ewen Cameron and the known history of CIA-funded behavioural research as the documented foundation upon which he argued more extreme undocumented programmes had been built. This approach — anchoring contested claims to verified historical precedent — became characteristic of his public argumentation.

Death and Legacy
Mark Phillips died in 2017. The circumstances of his death were not widely reported in mainstream media. Within the communities that had followed his work, his passing was noted as the loss of a significant voice — one of the few individuals claiming direct, practical knowledge of mind control programming methodology as well as first-hand witness to an alleged survivor's emergence from it.

His legacy is necessarily contested. For those within mind control research and survivor advocacy communities, Phillips represents a rare case of someone with apparent institutional knowledge who chose to expose rather than protect the programmes he encountered. For sceptics and critics, he remains a figure whose claims are unverifiable, whose evidence is testimonial, and whose work contributed to a broader cultural framework of belief in covert programmes that may or may not reflect operational reality.

Trance Formation of America continues to be read, cited, and debated. Cathy O'Brien has continued her advocacy work following his death, and considers Phillips's contribution to her recovery and to the public record to be foundational.

His work sits within a lineage of researchers and alleged survivors — including Brice Taylor, Fiona Barnett, and others — who have described structurally similar programmes and whose accounts, taken individually, remain unverified, but whose collective consistency some researchers regard as meaningful.

Critical Assessment
It is important to note that all core claims made by Mark Phillips are self-reported and unverified by independent sources. No government document has been declassified confirming the existence of Project Monarch as Phillips described it. No named perpetrator has been charged or convicted in connection with O'Brien's allegations. The individuals named in Trance Formation of America have denied all allegations.

Mental health professionals and memory researchers have raised legitimate questions about the reliability of memories recovered through therapeutic processes of the kind Phillips describes — concerns that were particularly acute during the 1980s and 1990s.

At the same time, the documented history of MK-Ultra, Project Artichoke, Project Bluebird, and related programmes confirms that the CIA did conduct extensive, abusive research into mind control, hypnosis, trauma, and dissociation — providing a documented historical context that makes it difficult to dismiss all claims of successor programmes out of hand.

Phillips's work should be engaged with critically — acknowledging both the documented history of abuse that lends some structural plausibility to his claims, and the absence of independent verification for the specific allegations he and O'Brien have advanced.
