Project BIZARRE
Project BIZARRE was a classified U.S. military research programme conducted in the mid-to-late 1960s as a direct offshoot of Project Pandora, tasked specifically with determining whether low-level microwave radiation — at intensities comparable to those measured at the U.S. Embassy in Moscow — could produce measurable behavioural or physiological changes in non-human primates. The programme represents one of the most revealing — and troubled — chapters in the history of government-sponsored Bioelectromagnetics research, marked by a dramatic initial "positive" result that later collapsed under scrutiny, a peer review that found no credible evidence of non-thermal effects at corrected power levels, and a quietly terminated human testing phase that never came to fruition.

Historical Context: The Moscow Signal
From the early 1950s until at least 1976, the Soviet Union directed microwave radiation at the U.S. Embassy building in Moscow. The signal — eventually dubbed the Moscow Signal — was first detected by American technicians and subsequently confirmed by independent measurements. Operating across a range of frequencies, including pulses in the 2.4–4 GHz band, the signal was of relatively low average intensity: typically cited at around 5–18 microwatts per square centimetre, well below occupational safety thresholds recognised at the time in the West.
The question of why the Soviets were irradiating the Embassy produced two competing explanations within the U.S. intelligence community:
- The signal was a jamming or eavesdropping mechanism — possibly energising covert listening devices implanted within the Embassy walls.
- The signal was a directed bioeffect weapon intended to degrade the health, cognition, or psychological stability of Embassy staff and senior diplomats.
The second hypothesis was taken seriously enough by U.S. agencies — particularly the CIA and elements of the DARPA predecessor structure — that a formal research programme was established to test it. That programme was Project Pandora, launched in 1965 under the joint management of the Advanced Research Projects Agency (ARPA, later DARPA) and the State Department.
The Bifurcation: From Pandora to BIZARRE
Project Pandora initially encompassed a wide range of investigations: theoretical modelling of EM-biointeraction, in vitro cell studies, and a limited animal programme. As the animal testing component grew in complexity and sensitivity, programme managers decided to split it off into a separate, more tightly controlled effort. The result was Project BIZARRE, which assumed operational responsibility for all primate irradiation experiments.
The institutional rationale for the separation appears to have been partly administrative and partly related to the classified nature of the animal data. Pandora's broader scope made full compartmentalisation difficult; BIZARRE allowed researchers to work with primates under tighter security and with more direct military oversight. Funding flowed through the same channels, and the two programmes shared personnel, but their reporting chains were distinct.
Key institutional players included researchers affiliated with the RAND Corporation, the Walter Reed Army Institute of Research, and contract laboratories that had also worked on Project Pandora's earlier phases. Ross Adey, whose work on Ion Cyclotron Resonance and low-level EM bioeffects would later become foundational to the field, was among the scientists whose work informed the experimental design — though his involvement in BIZARRE specifically remains partially redacted in available documents.
Experimental Protocol
Project BIZARRE subjected rhesus macaques and other primate species to controlled microwave irradiation sessions designed to replicate — as closely as laboratory conditions allowed — the spectral and intensity characteristics of the Moscow Signal. Experimental variables included:
- Frequency — targeting the specific bands identified in Embassy measurements
- Power density — calibrated (in theory) to match the 5–18 µW/cm² range recorded at the Embassy
- Exposure duration — ranging from short acute sessions to prolonged chronic exposure schedules
- Behavioural metrics — operant conditioning tasks, reaction time measurements, and gross behavioural observation
- Physiological monitoring — including blood chemistry, endocrine markers, and body temperature
The animals were trained on standardised operant tasks prior to irradiation, establishing individual baselines against which post-exposure performance could be compared. This design reflected the influence of then-current psychophysiological research methodology and represented a relatively sophisticated approach for its era.

The Anomalous Result and the Power-Level Error
The most dramatic episode in Project BIZARRE's history involved an early experimental run that appeared to produce a pronounced behavioural effect in irradiated animals. Subjects showed measurable degradation in operant task performance and anomalous physiological responses that researchers initially interpreted as evidence that low-level microwave exposure could indeed cause non-thermal bioeffects.
The finding generated significant excitement within the programme and, reportedly, considerable interest at the policy level — as it seemed to validate the most alarming interpretation of the Moscow Signal.
However, subsequent review revealed a critical error: the power levels used in the anomalous experiment were approximately 100 times higher than the intensities they were meant to replicate. Instead of 5–18 µW/cm², animals had been exposed to levels in the range of milliwatts per square centimetre — well into the territory where thermal effects on tissue are expected and well-documented. The apparent "behavioural effect" was almost certainly a consequence of localised tissue heating rather than any exotic non-thermal mechanism.
The error was attributed to a calibration or measurement failure in the irradiation apparatus. It is worth noting that this kind of error — involving several orders of magnitude — speaks to the difficulty of working with microwave systems at very low power levels and the limited instrumentation available at the time.
When experiments were re-run at correctly calibrated, Embassy-representative power levels, no reproducible behavioural or physiological effects were observed in the primate subjects.
RAND Corporation Peer Review
Following the power-level error and the failure to replicate any behavioural effects at corrected intensities, the RAND Corporation was brought in to conduct an independent peer review of the Project BIZARRE data. RAND's assessment was unambiguous: the existing experimental record contained no credible evidence that microwave radiation at the levels associated with the Moscow Signal produced behavioural or physiological changes in non-human primates.
The review noted several methodological concerns beyond the power-level error, including:
- Small sample sizes that limited statistical power
- Insufficient blinding of experimenters to exposure conditions
- Variability in behavioural baselines across individual animals
- Absence of dose-response relationships even within the flawed high-power data
RAND's conclusion was that the programme had not demonstrated what it set out to demonstrate. This finding did not, however, immediately terminate BIZARRE — the programme continued for several more years, reflecting either institutional momentum, residual hope that better-designed experiments might yield positive results, or the broader intelligence community's ongoing interest in the question.
The Planned Human Testing Phase
Perhaps the most ethically significant dimension of Project BIZARRE was a planned — but never executed — human testing phase. Programme documents indicate that researchers contemplated subjecting human volunteers to controlled microwave irradiation under conditions designed to replicate the Moscow Signal exposure profile.
Fort Detrick — the Maryland facility historically associated with the U.S. biological weapons programme and with various CIA human experimentation efforts including elements of MK-Ultra — was reportedly identified as a potential site for this human testing. The use of Fort Detrick would have placed BIZARRE within a broader ecology of Cold War human experimentation that included Project Artichoke, Project Bluebird, and other programmes that operated with minimal ethical oversight.
The human testing phase was never implemented. Whether this was due to the negative animal data from the corrected experiments, the RAND review's conclusions, institutional risk-aversion following the public exposure of other human experimentation programmes, or simply budgetary and logistical factors is not entirely clear from the declassified record.
The Moscow Viral Study: Covert Blood Collection
Running parallel to the primate irradiation work was a covert State Department programme that has since come to light in declassified materials: a systematic collection of blood samples from U.S. Embassy staff in Moscow, officially framed as a Moscow Viral Study — ostensibly a routine health surveillance measure intended to monitor personnel for exposure to infectious disease.
In reality, the programme was at least partly designed to look for biological markers that might indicate the physiological effects of chronic microwave exposure on Embassy staff. Employees were generally not informed of this secondary purpose. The blood collection programme gave intelligence and research agencies a longitudinal dataset on a human population that was, in effect, an uncontrolled experiment in low-level chronic microwave irradiation.
Analysis of this data did not produce clear evidence of microwave-specific pathology, though some researchers subsequently argued that elevated rates of certain health complaints among Embassy staff — including headaches, fatigue, and immune irregularities — were consistent with prolonged EM exposure. The CIA's internal assessment reportedly remained inconclusive.
This covert data collection raises serious issues of Bodily Autonomy and Informed Consent that parallel concerns raised about other Cold War human research programmes.
Termination: March 1970
Project BIZARRE was formally terminated in March 1970. The shutdown came against the backdrop of a broader reassessment of the Moscow Signal's biological significance. By the early 1970s, the dominant institutional view within the U.S. government had shifted toward the eavesdropping-device explanation for the Soviet microwave transmissions, reducing the urgency of the bioeffects question.
The termination did not, however, resolve the underlying scientific questions. Research into low-level EM bioeffects — including the work of Ross Adey, Allan Frey, and others — continued in academic and military contexts through the 1970s and beyond. The question of whether chronic low-intensity microwave exposure could produce non-thermal physiological effects remained, and remains, scientifically contested.

The declassified record of Project BIZARRE is significant for several reasons:
Institutional Attitudes Toward Non-Thermal Effects
BIZARRE documents reveal that the U.S. military and intelligence community took the possibility of non-thermal bioelectric effects seriously enough to fund a multi-year primate research programme — even as official public posture maintained that only thermal effects from microwave radiation were of concern. This gap between public position and internal research investment is a recurring theme in the history of Behavioral Effects Weapons development.
The Pandora Legacy
Together, Project Pandora and BIZARRE established much of the foundational vocabulary and experimental methodology for subsequent government research into Neuroweapons and EM bioeffects. The programmes demonstrated both the difficulties of working at very low power densities and the institutional tendency to invest heavily in negative or ambiguous results when the strategic stakes were perceived to be high.
Relevance to Contemporary Cases
The questions raised by Project BIZARRE have re-emerged with renewed urgency in the context of Havana Syndrome — the cluster of anomalous neurological symptoms reported by U.S. diplomats and intelligence officers in Cuba, China, and elsewhere beginning in 2016. The symptom profile reported by Havana Syndrome sufferers, and the investigative hypothesis that they may have been targeted by pulsed Directed Energy Weapons, echoes the Moscow Signal episode almost exactly. Some researchers and former intelligence officials have drawn explicit parallels between the two cases.
The Targeted Individuals community has similarly invoked the BIZARRE/Pandora research lineage as evidence that the technology and institutional willingness to deploy EM-based behavioural weapons against human targets has long existed within the national security apparatus.
The Ethics of Covert Research
The Moscow Viral Study component of BIZARRE raises enduring questions about the ethics of non-consensual research on government employees. It represents an instance — one of several documented from this era — in which the State Department or intelligence community used the employment relationship to conduct covert physiological monitoring of personnel without disclosure or consent.
