Catherine Austin Fitts is a former Wall Street investment banker, whistleblower, and geopolitical analyst best known as the founder of Solari Inc. and publisher of The Solari Report. She served as Assistant Secretary of Housing and Urban Development (HUD) under President George H.W. Bush and previously worked at the prestigious investment bank Dillon Read & Co. Since leaving government, Fitts has become one of the most widely cited independent analysts of how financial systems are being restructured toward centralised, technocratic control. Catherine Austin Fitts was educated at the University of Pennsylvania and holds an MBA from Harvard Business School. She built her early career at Dillon Read & Co., one of Wall Street's most prestigious investment banks, where she eventually became a managing director. Her experience gave her an insider's understanding of how capital markets, government finance, and elite networks operate in practice — knowledge she would later turn into a sustained critique of those same systems.

In 1989, President George H.W. Bush appointed Fitts as Assistant Secretary of Housing and Urban Development. In that role, she oversaw the Federal Housing Administration (FHA), managing a portfolio worth hundreds of billions of dollars. She attempted to implement reforms to reduce fraud and improve efficiency in the department's housing programmes, developing a software tool — Community Wizard — designed to map the flow of federal money at the neighbourhood level and expose where funds were being siphoned away from communities.

Her reform efforts were met with fierce institutional resistance. These experiences became the foundation of her broader analysis: that systemic financial fraud within the US federal government is not the result of bureaucratic incompetence, but of deliberate and coordinated policy.

The Missing Money

Fitts's most consequential documented contribution to public discourse on government transparency is her collaboration with economist Mark Skidmore of Michigan State University. Together, they compiled a report examining undocumented adjustments — accounting entries made without supporting documentation — in the budgets of the US Department of Defense (DoD) and the Department of Housing and Urban Development (HUD) between 1998 and 2015.

Their research found that these undocumented adjustments totalled approximately $21 trillion — a figure that far exceeds HUD's and the DoD's entire budgets over that period and represents money that cannot be accounted for through publicly available records. The research drew on official government documents, including reports from the Office of Inspector General.

The implications of this research are significant. Fitts argues that the scale of undocumented capital flows suggests the existence of a second, parallel financial system — commonly referred to as the black budget or deep state finance — operating outside of congressional oversight. This hidden capital, she argues, provides the financial foundation for programmes and operations that are never disclosed to the public or to elected officials.

Her work in this area has informed broader discussions about the financing of covert programmes, including those allegedly connected to DARPA research, advanced technologies, and Directed Energy Weapons.

Central Bank Digital Currencies (CBDCs) and Financial Control

Central to Fitts's current public work is her detailed and technical analysis of Central Bank Digital Currencies (CBDCs). She is one of the most prominent voices arguing that CBDCs represent not merely a modernisation of payment infrastructure, but a fundamental transformation of the relationship between citizens and the state.

According to Fitts, a CBDC-based financial system would allow governments, central banks, and their corporate partners to programme money at the transactional level. This would enable authorities to:

  • Restrict spending by category — for example, preventing purchases of firearms, certain foods, or travel
  • Apply time limits on currency, forcing spending within set windows (a concept sometimes called "expiring money")
  • Impose geographic restrictions — preventing money from being spent outside a designated area or jurisdiction
  • Link financial access to behavioural compliance — effectively tying one's ability to participate in the economy to obedience to social and political mandates

Fitts frames this not as a future hypothetical, but as the logical and intended endpoint of a financial architecture already being constructed. She frequently references the Bank for International Settlements (BIS) and its own published statements about the "controllability" of CBDCs as evidence that this agenda is openly documented, not speculative.

She argues that the Cashless Society is the enabling condition for this system — once physical cash is eliminated, there is no exit from the programmable financial grid. This connects directly to her concerns about Digital Identity systems, which she views as the necessary counterpart to CBDC implementation: identity must be digitised and centralised before spending can be effectively controlled.

Mr. Global

Fitts has developed and popularised a conceptual framework she calls Mr. Global — a term she uses to describe the anonymous, transnational financial and governance elite who, she argues, are the actual architects of the emerging technocratic control grid.

Crucially, she distinguishes Mr. Global from specific named institutions such as the World Economic Forum, the Bilderberg Group, or the Club of Rome, while acknowledging these as visible nodes in a broader network. Her point is that the actual decision-making power sits at a level more opaque than any named body — a class of individuals and entities whose wealth, identity, and intentions are deliberately obscured from public view.

According to Fitts, Mr. Global operates above the level of nation-states, using governments, intelligence agencies, central banks, and international institutions as instruments rather than as loci of genuine power. She argues this class has been systematically harvesting wealth from populations through mechanisms including monetary inflation, asset bubbles, regulatory capture, and now the COVID-related wealth transfer — with a view toward consolidating ownership of physical and financial assets on a global scale.

Going Direct Reset

In 2019, prior to the COVID-19 pandemic, the investment management firm BlackRock presented a paper to the World Economic Forum at Jackson Hole outlining what it called the Going Direct monetary framework. The proposal, which was subsequently adopted by the US Federal Reserve and other central banks, involved bypassing the traditional banking intermediary system and directly injecting central bank money into the economy — including directly into consumer and government accounts.

Fitts has analysed Going Direct extensively, arguing that it represents a profound and largely undiscussed shift in the architecture of global finance. Her key contentions include:

  • The mechanism enabled an unprecedented transfer of wealth during the COVID-19 economic shutdowns — from small businesses and workers to large corporations and asset holders
  • It created the structural conditions for a transition toward direct central bank control of money distribution, laying groundwork for CBDC implementation
  • The COVID-19 economic response was not primarily a public health measure but a financial and geopolitical operation designed to accelerate this restructuring

Connections to the Transhumanist Agenda

Fitts has increasingly focused on the intersection of financial control systems with biotechnology and bodily surveillance.   • The logical endpoint of CBDC + Digital Identity + biological monitoring as a system in which a person's financial access can be controlled based on their physical location, health status, or behavioural compliance in real time
  • DARPA-funded research into neural interface technologies as part of a longer-term programme to link human cognition to digital networks


Fitts is careful to present these concerns as areas of investigation rather than certainties, but argues that the convergence of these technologies with the financial control architecture already being built makes the scenario not merely plausible but structurally inevitable unless interrupted.
