Commercial Cloud Seeding in Australia
Cloud seeding is currently deployed commercially in over 50 countries, and Australia has been one of the world's most active participants since at least 1947, when the first documented case of artificially induced rainfall was recorded near Bathurst, NSW. The three states with the longest and most active programs are Victoria, Tasmania, and New South Wales — and all three have been subject to dedicated legislation. This technology is not hidden. Its existence, and the legal infrastructure built around it, makes the absolute denial of any covert atmospheric program extraordinarily difficult to sustain logically.

Australian Legislation

The existence of specific State laws governing atmospheric modification is itself telling — governments do not write laws to regulate things that do not exist:
Victoria — Rain-Making Control Act 1967 (Vic) and the accompanying Rain-Making Control Regulations 1968 (Vic) were enacted to regulate cloud seeding activities and manage subsequent liability claims. The Act makes cloud seeding a governmental function and requires a licence from the Minister of Agriculture to authorise any rain-making operations. Victoria's program dates to drought conditions in the grain-growing region and represents the first State in Australia to develop primary legislation governing atmospheric modification. The Act explicitly overrides other environmental legislation where it would otherwise interfere with authorised operations. ResearchGate Tasmania — Tasmania enacted its own cloud seeding legislation as far back as 1967 (Act No. 31, 1967), and Hydro Tasmania has been conducting cloud seeding operations continuously since 1964, representing the longest uninterrupted program in the country. Hydro Tasmania operates under statutory requirements of the Hydro-Electric Corporation Act 1995 and is, in some circumstances, also subject to the Land Use Planning and Approvals Act 1993 (Tas) and the Environmental Management and Pollution Control Act 1994 (Tas) — though notably, neither of those environmental frameworks has ever been formally applied to cloud seeding activities. Tasmania 2016: Cloud Seeding Precedes State's Worst Flooding in 40 Years
The most significant Australian case study in the relationship between cloud seeding and unintended consequences occurred in June 2016. On 5 June 2016, an extreme rainfall event in Tasmania's Central Highlands resulted in major flooding that killed three people and caused significant damage to livestock, property and infrastructure. Earlier the same day, Hydro Tasmania had conducted a cloud seeding operation in the area. ResearchGate Tasmania's government-owned energy company Hydro Tasmania was asked to explain why it conducted cloud seeding over the Derwent River catchment the day before flooding began. Premier Will Hodgman confirmed that Hydro Tasmania authorised cloud seeding on Sunday morning in the Upper Derwent catchment, even though heavy falls were forecast. Marica Micallef Documents show the flight took place while there were flood warnings in place in the north of the state. The flight seeded clouds for more than an hour and a half just north of Great Lake, one of the largest water storage dams in the state. Marica Micallef Tasmanians were understandably concerned that Hydro Tasmania cloud-seeded to boost rainfall less than 24 hours before statewide flooding was projected. The Tasmanian Farmers and Graziers Association raised pointed questions about why a known storm front and East Coast Low — reported 3–4 days in advance as having already caused significant damage down the East Coast of Australia — was not treated as a warning sign sufficient to halt operations. The program was subsequently suspended and Hydro Tasmania acknowledged that its decision to cloud seed on 5 June caused community concern and distress. The program did not resume for at least the remainder of that year pending a full internal review.
