The CIA and DARPA are privy to technology that allows frequency to be emitted and directed at an individual or group from your mobile phone, cell towers or satellites that induces a homicidal rage in the recipient. It is believed that this technology was responsible for the 1994 Rwandan mass killing of more than 1,000,000 Tutsi by the berserk mind-controlled Hutu.
The Hutu were beamed with the frequency from helicopters that flew over the unfolding disagreement between the two parties. The effect of the Electromagnetic frequency immediately through the Hutu into a homicidal rage resulting in many many deaths.
