Stingray
The Stingray is a brand of IMSI catcher (International Mobile Subscriber Identity catcher), also known as a cell-site simulator, manufactured by Harris Corporation (now rebranded as L3Harris Technologies). Originally developed for military and intelligence use, Stingray devices have been widely deployed by federal, state, and local law enforcement agencies across the United States — often in secret, under non-disclosure agreements that have repeatedly blocked judicial scrutiny. The technology works by masquerading as a legitimate mobile phone tower, forcing nearby devices to connect and revealing identifying information, location data, and in some configurations, the content of communications. For Targeted Individuals and civil liberties researchers, the Stingray represents one of the most documented and legally contested tools of covert surveillance in the modern era.

Overview
The term "Stingray" is often used generically to refer to the entire class of IMSI-catching devices, though it is technically one specific product in a broader family manufactured by Harris Corporation. These devices exploit a fundamental vulnerability in mobile telecommunications protocols — particularly 4G LTE and older 2G/3G standards — that require mobile phones to identify themselves to the nearest cell tower without any mutual authentication. A Stingray mimics a legitimate tower, triggering this handshake and capturing device identifiers.
The technology was developed in the 1990s, initially for signals intelligence (SIGINT) operations abroad. Its domestic deployment expanded significantly after 2001, driven by post-9/11 legislation and the broader expansion of the NSA and law enforcement surveillance apparatus. By the mid-2010s, documents obtained through Freedom of Information Act (FOIA) requests and whistleblower disclosures revealed that hundreds of agencies across the United States were using IMSI catchers, often without warrants, and under strict confidentiality agreements with the manufacturer.
The Stingray program sits at the intersection of the Targeted Individual phenomenon, gang stalking research, and documented government surveillance abuse. Its operation is relevant to anyone studying how modern states conduct persistent, covert tracking of individuals without their knowledge or consent.
How IMSI Catchers Work
An IMSI catcher operates by broadcasting a signal that mimics a legitimate mobile cell tower. Mobile phones in the vicinity are programmed to connect automatically to the strongest available signal. When a phone connects to the fake tower, it transmits its IMSI number — a unique identifier embedded in the SIM card — along with its IMEI number (the device's hardware identifier).
The process unfolds in several stages:
- Interception of identifiers: All phones within range are forced to reveal their IMSI and IMEI numbers, identifying every device in the vicinity — not just the target.
- Location tracking: By triangulating signal strength and moving the device, operators can pinpoint a phone's location to within a few metres.
- Communication interception: Some configurations of IMSI catchers can perform a downgrade attack, forcing a phone from encrypted 4G or 5G networks down to unencrypted 2G, where voice calls and SMS messages can be intercepted in plaintext.
- Denial of service: Certain models can block a phone from connecting to real networks, effectively jamming communications — a capability with obvious applications against protesters and organisers.
- Malware injection: Advanced variants are reportedly capable of injecting malicious software into target devices over the air.
Because the device acts as a man-in-the-middle, it captures data from every phone in its range — not only the intended target. This indiscriminate sweep of bystander data has been a central point of legal challenge.
The Stingray Device Family
Harris Corporation produced a range of IMSI-catching products under different names, each with varying capabilities:
- Stingray — the original model, designed for vehicle deployment; primarily used for IMSI/IMEI capture and location tracking.
- Stingray II — an upgraded version with enhanced range and processing power.
- KingFish — a more portable, handheld version, suitable for foot surveillance in crowded environments such as protests or transit hubs.
- HailStorm — an advanced model capable of operating on 4G LTE networks, addressing a gap in earlier models that only targeted 2G/3G.
- AmberJack — a direction-finding antenna accessory used to pinpoint device locations with greater precision.
- DRT boxes (Digital Receiver Technology) — a competing family of devices manufactured by DRT (a Boeing subsidiary), used extensively by the FBI and DEA, with capabilities similar to Harris products.
- DIRTBOX — an aerial variant of IMSI-catching technology reportedly deployed from aircraft by the US Marshals Service and Department of Defense.
The Wall Street Journal reported in 2014 that the US Marshals Service was operating Cessna aircraft equipped with DIRTBOX technology, capable of sweeping entire cities for phone identifiers in a single flight.
Federal and Law Enforcement Use

Documented users of Stingray and related IMSI-catching technology in the United States include:
- FBI (Federal Bureau of Investigation) — one of the earliest adopters; the FBI has used Stingrays since at least the early 2000s and has been central in enforcing non-disclosure agreements with local agencies.
- DEA (Drug Enforcement Administration) — deployed IMSI catchers extensively in narcotics investigations, often without warrants.
- DHS (Department of Homeland Security) — used for border surveillance and domestic intelligence gathering.
- US Marshals Service — notably operated aerial IMSI-catching platforms over major US cities.
- NSA — while the NSA uses its own SIGINT infrastructure, it shares data with domestic law enforcement through fusion centres as part of the broader intelligence-sharing apparatus.
- CIA — reported to have used IMSI-catching technology in overseas operations, with some domestic applications documented.
By 2015, the American Civil Liberties Union (ACLU) had identified over 70 agencies in 24 states using Stingray devices. Subsequent investigations raised the total to well over 500 agencies at federal, state, and local levels. Many of these agencies obtained the devices using Department of Homeland Security grants, bypassing normal procurement oversight.
State and local police departments in cities including Baltimore, Chicago, Los Angeles, and New York City have been documented users. The Baltimore Police Department alone used Stingrays over 4,300 times between 2007 and 2015, according to documents obtained by the ACLU.
Domestic Use Against Activists and Protesters
Among the most disturbing documented applications of Stingray technology is its use against political protesters, journalists, and civil society activists — individuals who have committed no crime. Evidence has emerged of IMSI catchers being deployed at:
- Occupy Wall Street protests (2011)
- Black Lives Matter demonstrations
- Standing Rock pipeline protests (2016)
- Political party conventions and other gatherings
The technology is particularly effective for building databases of participants at political events. Even if no communications are intercepted, the bulk collection of IMSIs and IMEIs at a protest allows authorities to identify every attendee who carried a mobile phone — creating a permanent record of political association.

Legal Challenges and Secrecy
The legal landscape around Stingray use has been shaped as much by corporate non-disclosure as by court rulings.
Non-Disclosure Agreements
When law enforcement agencies purchase Stingray devices, Harris Corporation requires them to sign strict non-disclosure agreements (NDAs). These agreements have, in documented cases, caused prosecutors to:
- Drop charges entirely rather than reveal Stingray use in court.
- Fabricate alternative explanations for how a suspect was located (a practice known as parallel construction).
- Withhold information from defence attorneys, prosecutors, and in some cases, from judges.
The NDAs explicitly instruct agencies not to disclose Stingray use even in response to court orders, and to contact Harris and the FBI if ordered to disclose. This arrangement has been characterised by legal scholars as a direct obstruction of judicial oversight.
Court Rulings
Despite the secrecy campaign, courts have begun confronting IMSI-catcher use:
- In United States v. Jones (2012), the Supreme Court signalled growing concern about long-term location tracking, though it did not directly address IMSI catchers.
- In Carpenter v. United States (2018), the Supreme Court held that prolonged cell-site location tracking requires a warrant — a ruling with direct implications for Stingray deployments.
- Multiple state courts have suppressed evidence obtained via Stingray without a warrant.
- Maryland courts ruled in several cases that Stingray use requires a warrant under state law.
Despite these rulings, enforcement remains inconsistent, and parallel construction means that in many cases, Stingray use is never disclosed to courts at all.
Department of Justice Policy
In 2015, the US Department of Justice issued a policy requiring federal agents to obtain warrants before using IMSI catchers in most circumstances. However, the policy included broad exceptions for national security and emergency situations, and applies only to federal agencies — not the hundreds of state and local departments that use the technology.
International Use

Stingray and equivalent IMSI-catching technologies are used globally. Within the Five Eyes SIGINT alliance (comprising the US, UK, Canada, Australia, and New Zealand), the technology is integrated into broader signals intelligence frameworks. Each member nation's domestic intelligence apparatus — including ASIO in Australia — has access to compatible surveillance platforms.
Beyond Five Eyes nations, IMSI catchers have been documented in use by:
- Authoritarian governments in the Middle East, Africa, and Southeast Asia to track journalists, opposition politicians, and human rights workers.
- Mexican law enforcement (and allegedly cartel-linked actors) — journalists investigating government corruption have been tracked using Pegasus spyware in conjunction with cell-site simulators.
- Ethiopian security services — used against diaspora dissidents in Europe and North America.
- Israeli intelligence — through companies such as Cellebrite and NSO Group (makers of Pegasus), Israel has exported IMSI-catching and mobile exploitation technology to dozens of governments worldwide.
- China — operates its own domestic IMSI-catching infrastructure at massive scale as part of its Social Credit and population surveillance systems.
The global proliferation of this technology has outpaced legal frameworks in virtually every jurisdiction.
Implications for Targeted Individuals
For researchers and individuals studying the Targeted Individual phenomenon, Stingray technology is highly relevant. The documented capabilities of IMSI catchers align closely with many experiences reported by Targeted Individuals:
- Persistent location tracking — the ability to follow a person's movements in near real-time using their mobile phone, without their knowledge.
- Communication interception — monitoring calls and messages, consistent with reports of conversations being "known" before they occur.
- Network mapping — building graphs of an individual's contacts and associations by sweeping their communications environment.
- Denial of service — blocking calls or communications at critical moments.
- Coordinated deployment — when used alongside fusion centres and multi-agency task forces, Stingray platforms enable the kind of multi-party, persistent surveillance that Targeted Individuals describe.
The secrecy surrounding Stingray use — enforced by NDAs, parallel construction, and prosecutorial non-disclosure — mirrors the broader pattern of deniability that characterises the Targeted Individual experience. When the tools themselves are legally hidden from courts, the victims of their misuse have no avenue for legal remedy.
Stingray capabilities also intersect with Electronic Harassment research.
